I guess dragons are just something different in their world, or that killing it seemed senseless. Another time, maybe that'd work, but it did kind of destroy a city and even people are executed for less.

Pretty much. What do people say here? Damned if you do, damned if you don't? If there was a perfect outcome to strive for, you probably would've taken it, but there were three choices, different outcomes, and no way to say which would be the 'best'.
